The Conseil National is the legislative assembly of the Principality of Monaco. Its 24 members are elected every five years by universal suffrage. It has exclusive powers to deliberate and vote on legislation, including the State budget. Under article 4 of the Constitution, legislative power is exercised jointly by the Sovereign Prince and the Conseil National. The Assembly votes on government bills and parliamentary bills. The 2002 revision of the Constitution gave the Conseil National new powers, including the right of amendment (except in budgetary matters). In addition, the most important international treaties can now only be ratified after the Assembly has passed an authorisation bill.
The Conseil National's current building, designed by Monegasque architect Jean-Michel Hugues, was inaugurated in 2012 and houses some sixty permanent staff who assist the elected representatives in the performance of their duties.
